On November 27, 2018, in conclusion of the respective hearing session, the Independent Qualification Commission decided on confirmation in duty of the subject of re-evaluation, Mr.Besnik Cani prosecutor at the Prosecutor’s Office of the District Court, Elbasan.
On January 25, 2019, the Independent Qualification Commission has notified to the Public Commissioners the decision no.84/2018 related to the confirmation in duty of Mr. Besnik Cani, currently member of High Prosecutorial Council.
On the same date, January 25, 2019, the International Monitoring Operation has submitted to the Public Commissioners the recommendation to appeal at the Appeal Chamber the decision of the Independent Qualification Commission for the confirmation in duty of Mr. Besnik Cani.

The Public Commissioners are reviewing the decision of the Independent Qualification Commission and the recommendation of International Monitoring Operation.
Based on point 1, Article 63, law no.84/2016 “On the Transitory re-evaluation of Judges and Prosecutors in the Republic of Albania”, the Institution of Public Commissioners, has the right to appeal the decision of the Independent Qualification Commission at the Appeal Chamber, within 15 days from the notification.
The Institution of Public Commissioners has been established and operates under Article 179/b the Annex of the Constitution of the Republic of Albania and Law No. 84/2016, “On the Transitional Re-evaluation of Judges and Prosecutors in the Republic of Albania”.
Public Commissioners represent the public interest during the process of re-evaluation of judges and prosecutors in the Republic of Albania.
