Mrs. Alketa Çeli was graduated in 1996, at the Faculty of Economy, University of Tirana. In 2003, she was graduated in law at Faculty of Law, University of Tirana. In 2007 Mrs. Çeli completed the post-university studies and received the title “Master on Public Administration”, from the University of Tirana and  University of  Nebraska, Lincoln USA.

Mrs. Çeli has carried out several trainings organized by the Council of Europe, the International Monetary Fund, the Excellence Center for Finance. She is also  part of university system as an adjunct professor at the Faculty of Economics at the University of  Tirana, in Corporate Governance and Human Resource Management. Mrs. Çeli, has 22 years of finance and human  resources management experience in various public administration and non-governmental organizations. In many years, she has worked in the Office of Judicial Budget Administration, Ministry of Finance. As of February 2018, is currently Chancellor of the Institution of Public Commissioners.​
