The Public Commissioner within the legal time limit filed an appeal at the Appeal Chamber by the Constitutional Court against Decision no. 595/2022, of the Independent Qualification Commission, for the assessee, Mr. Arbër Çela, judge at Shkodër Judicial District Court.
The Public Commissioner based on his constitutional and legal competence finds that upon the review of the decision no. 595/2022, of the Independent Qualification Commission, also in consideration of the Recommendation of the International Monitoring Operation emerge legal circumstances and facts that make this decision vulnerable in its entirety.
The Public Commissioner requests that the appeal grounds be reviewed by the Appeal Chamber and, at the end of the entire investigation of the case, to decide the amendment of decision no. 595/2022, of the Independent Qualification Commission, and the dismissal from office of the assessee, Mr. Arbër Çela.
