The Public Commissioner was present today at the Appeal Chamber continuing the judicial review of the appeal filed against Decision no. 519/2022, of the Independent Qualification Commission, for the assessee Mr. Kastriot Gramshi, judge in the Tirana Judicial District Court.

After verifying the parties’ presence in the hearing, the presiding judge invited the Public Commissioner and the assessee to present the final discussions.

During the presentation of the conclusions, the Public Commissioner stated that regardless of the new acts presented and the submissions in the previous hearing, the assessee failed to prove the inaccuracy in the declaration and the insufficiency of the documentation of the source of income to justify the legitimacy of the sources of his asset.

At the end of the conclusions, the Public Commissioner, also based on the recommendation of the International Monitoring Operation, requested by Appeal Chamber the amendment of the decision no. 519/2022, of the Independent Qualification Commission, and the dismissal from office of the assessee, Mr. Kastriot Gramshi.

The assessee claimed the opposite of the Public Commissioner’s finding, stating that both the IMO’s recommendation and the Public Commissioner’s appeal are not based on evidence.

After hearing the final conclusions of the parties, the adjudication panel retired to decide on the final decision, which it will announced on March 2, 2023, at 3:30 p.m.
