The Public Commissioner within the legal time limit filed an appeal at the Appeal Chamber by the Constitutional Court against Decision no. 802/2024, issued by the Independent Qualification Commission, for the assessee, Mrs. Flora Çela, serving as a prosecutor at the Prosecution Office of the First Instance Court of General Jurisdiction of Vlora.
The Public Commissioner, from the review of the final decision no. 802/2024, along with the interim decision no. 4/2023, published on the official website of the Commission, and following the IMO’s Recommendation, assesses that the decision is vulnerable in its entirety and, consequently, the assessee does not meet a trustable level required for the confirmation in office.
Therefore, the Public Commissioner requests that the appeal grounds be reviewed by the Appeal Chamber and, following a thorough examination of the case, to decide the amendment of the decision no. 802/2024, of the Independent Qualification Commission, and the dismissal from office of the assessee, Mrs. Flora Çela.
