The Public Commissioner was present today at the Appeal Chamber while initiated the judicial review of the appeal filed against the Decision no. 342/2021, of the Independent Qualification Commission, of the assessee Mrs. Elbana Lluri, magistrate/judge at Tirana Court of Appeal.

While verifying the presence of the parties, the presiding judge informed the composition of adjudication panel and invited the Public Commissioner and the assessee to present their submissions.

The Public Commissioner, sustaining all the appeal grounds, based also on the Recommendation of the International Monitoring Operation, requested from the Appeal Chamber to open the investigation and obtain relevant evidence, according to the seeking appeal and his submissions in today’s hearing session.

The assessee, in her submissions, objected the appeal grounds, on the contrary to the public denunciations, lodged new acts at the Chamber, which according to her were related to the proficiency and asset assessment criteria.

The hearing followed with questions addressed to the assessee by the case rapporteur and the international observer.

The adjudication panel, after hearing the submissions of the Public Commissioner and the assessee, as well as becoming acquainted with their requests, by an intermediate decision, decided to reopen the judicial investigation in order to obtain in the quality of new evidence, the acts lodged by the assessee at the hearing, which are not found in the file administered by the Independent Qualification Commission, likewise to conduct a financial analysis upon the Public Commissioner’s request , which will be informed to the parties before the sequent hearing, taking place on May 4,2022, at 9.00 a.m.
