The Public Commissioner was present today at the Appeal Chamber while continued the judicial review of the appeal filed against the Decision no. 324/2020, of the Independent Qualification Commission, of the assessee, Mr. Sokol Ngresi, judge at Vlora Court of Appeal.
During the verification of the parties’ presence, the presiding judge informed the parties in the process about the procedure followed in communication with the Institute of Scientific Police, for the appointment of two forensic experts, who will examine the original acts, deposited in the College and also communicated the decision of the adjudication panel to appoint them as forensic experts in this process.
As follows, the Public Commissioner, Mr. Darjel Sina presented the opinion of the Public Commissioner, the appellant, Mr. Florian Ballhysa, in order to treat the issue, whether in the original acts administered by the adjudication panel in the hearing of 9.9.2021, the signature below the requisites of the name in printed letters “Sokol Ngresi”, is or is not the original signature of the assessee.
The assessee likewise stated his requests related to the act of expertise.
Whilst, the forensic experts of the Institute Scientific Police, at the request of a member of the panel, explained the proceedings and the duration of this process.
The adjudication panel, with an intermediate decision, decided to assign to the forensic experts the tasks for conducting the act of expertise of the original acts, administered in the College, by making available these acts as well as additional documents that the College will request from the Vlora Court of Appeal and HIDAACI. The adjudication panel also decided that the assessee, in front of the forensic experts should sign the “experimental models”, and then announced that the following hearing will be held on November 8, 2021, at 10:00 a.m.
