The Public Commissioner was present today at the Appeal Chamber while continued the judicial review of the appeal filed against the Decision no. 325/2020, of the Independent Qualification Commission, for the assessee, Mrs. Rilinda Selimi, judge at the Tirana Administrative Court of Appeal.

After verifying the presence of the parties in the hearing, the presiding judge invited the Public Commissioner and the assessee to present their final conclusions.

The Public Commissioner during the final conclusions noticed that after facing the appeal grounds already confirmed in the previous hearing dated 28.4.2022 and 19.5.2022, despite the objections and acts delivered by the assessee, it was not possible to prove the opposite of the appeal grounds, related to the asset assessment criterion and to the background assessment criterion as well. The Public Commissioner concluded that the assessee merely managed to prove that she is not involved in a situation of conflict of interest. At the end of the final conclusions, the Public Commissioner, based on the IMO recommendation, stated that the assessee does not achieve a trustable level, and therefore asked the adjudication panel to amend the decision no. 325/2020, of the Independent Qualification Commission and her dismissal from office.

The assessee from her position, sustained the submissions of the previous hearings, whereas objected the final conclusions of the Public Commissioner, requesting to the adjudication panel to uphold the decision of the Independent Qualification Commission and her confirmation in office.

The adjudication panel, after being acquainted with the final conclusions of the respective parties, withdrew to the deliberation room to settle on the final decision, which will be announced on June 22, 2022, at 14:00 p.m.
