The Public Commissioner was present today at the Appeal Chamber as commenced the judicial review of the appeal filed against Decision no. 318/2020, issued by the Independent Qualification Commission, for the assessee, Mr. Kujtim Luli, who holds the position of prosecutor at the General Prosecution Office.
Following the verification of the parties’ attendance at the hearing, the presiding judge requested the assessee to submit the appeal grounds’ objections, which were not presented during the previous hearing session, as the assessee sought from the panel additional time to properly structure its content.
During the objections of the appeal grounds, the assessee lodged several new documents in the context of the judicial review, and in conclusion of his claims, the assessee requested the Appeal Chamber to uphold the IQC’s decision on his confirmation in office.
Upon the presiding judge’s request, the Public Commissioner presented his opinion related to the acts during the hearing, expressing no objections regarding their management.
Subsequently, the adjudication panel, after retiring to the consultation chamber, took the decision to reopen the investigation and admit the new evidence presented by the assessee during the hearing.
With no further preliminary requests from the parties, the adjudication panel on-a-spot consultation ended the judicial investigation and invited the litigants to present the final conclusions which shall be held on September 26, 2023, at 10:00 a.m.
