The Head of the Special Prosecution Against Corruption and Organized Crime (SPAK), Mr. Altin Dumani, in exercising the powers of the Public Commissioner, was present today at the Appeal Chamber, to proceed with the judicial review of the appeal against decision no. 730/2024, issued by the Independent Qualification Commission (IQC), concerning the assessee, Mr. Valentin Preçi serving as a prosecutor at the Prosecution Office by the First Instance Court of General Jurisdiction of Tirana.
During the verification of the parties’ attendance, the presiding judge informed that the parties had been notified about a finding by the international observers and a recently submitted complaint to the Appeal Chamber. The judge then requested their position on these acts.
The legal representative of the assessee acknowledged awareness of the aforementioned acts but requested additional time to review their content, as the assessee was not present at the hearing.
The parties then proceeded with presenting their positions on the complaints.
The Head of the Special Prosecution Office stated that the first complaint had already been examined during the administrative investigation by the Independent Qualification Commission and did not contain grounds for further investigation. However, regarding the complaint received yesterday by the Chamber, the Head of the Special Prosecution Office stated that the allegations raised by the whistleblower did not provide sufficient grounds for further investigation.
The legal representative of the assessee presented her position only on the first complaint, emphasizing that the assessee had already provided explanations before the Independent Qualification Commission and that this complaint lacked grounds for further investigation.
The adjudicating panel adjourned the hearing to grant the legal representative time to review the international observers’ findings and the recently submitted complaint. The following hearing was rescheduled for February 13, 2025, at 13:00.
